If a school wishes to take bullying seriously, it must dedicate itself to the program entirely, namely stating that they will not tolerate bullying in any way, shape or form.  This must be stated over and over again, so it becomes a part of the culture of the school.  The more ways students see the school will not tolerate bullying, the better the school.  Oak Park Elementary School on the east side of Aurora, IL has taken that commitment to heart and it has made a difference.
